I think he was referring to the way the Mayor's office
has been "carved out."

No, I think he had it right. It is hollow ground. The City is a mess
and all Mayor Teflon's interested in is running for higher office.

Yes, exactly. 'Hollow' was meant to refer to the void that exists in
the mayor's office.
