It's a common saying .
think of George Patton's sayings "good enough is good enough" and "a good
plan this week is better than a perfect plan next week"

letting the perfect be the enemy of the good because you want to do it
perfectly you faail to do what you can.

Local officials will destroy what they want to save and the feds block them
to prevent worse damage.

people who don't know what they are doing, no matter how well meaning, will
screw things up worse.

the hypocratic oath doctors take starts with "First, do no damage"
something those like polarmutt would do well to remember.

for example, using explosives to close off the hole has been discarded
due to the fragility of the layer of bedrock above the oil. an
explosion could open up a huge hole instead closing the drilling
hole. it's a nasty mess of things with no easy way out.
